ONLINE COUNSELING FOR ADMISSION TO B.V.Sc.& A.H. DEGREE COURSE UNDER 15% SEATS IN RECOGNIZED VETERINARY COLLEGES EXCEPT THE STATE OF JAMMU AND KASHMIR DURING 2018-19.

Duration of Course:

The duration of B.V.Sc. & A.H degree course is spread over five and half complete professional years including a compulsory rotating internship of one-year duration.

Total number of seats under 15% All India quota: 449

The details of total number of 15% seats available under 15% All India Quota for the academic year 2018-19 at the Veterinary Colleges are placed at Annexure -1. However, College/ Category wise number of seats/ seat matrix along with reservation of seats shall be made available on Council’s and Department’s website (www.aipvt.vci.nic.in) and (www.dahd.nic.in). Total number of seats under 15% All India quota as shown in the Seat Matrix are subject to change at any time.

Eligibility

(i) Nationality:

Candidates should be Indian Nationals. The candidates from State of Jammu & Kashmir are not eligible for admission to B.V.Sc. & A.H. course under 15% All India quota since the provisions of the Indian Veterinary Council Act, 1984 have not been extended to the State of Jammu & Kashmir. However, the candidates who are residing in the State of Jammu and Kashmir and not domiciled of Jammu and Kashmir and appeared in NEET (UG) 2018 desire to take admission to B.V.Sc. & A.H. course under 15% All India quota shall have to submit an Affidavit as appended at Annexure-5 to the allotted Veterinary College at the time of admission.

(ii) Overseas Citizen of India/ Person with Indian Origin:

The Department vide letter No. 12052-9/132017-LH dated 10th August, 2018 has informed the decision for allowing OCI/PIO for online counsel under 15% All India quota.

In view of the same, it is informed that the Overseas Citizen of India (OCI) card holder/ Person with Indian Origin (PIO) will be eligible for online registration for counseling for admission to B.V.Sc. &A.H. Degree course against 15% All India quota. However, such candidates will be considered under general category for all purposes and responsibility of Veterinary Council of India is limited to allocation of seats only.

(iii) Age:

He or She has completed the minimum age of 17 years on or before the 31st December, 2018. Further, maximum age should not exceed to 25 years on or before 31.12.2018. There shall be relaxation of maximum age by five years for Scheduled Caste (SC) or Scheduled Tribe (ST) or Other Backward Class (OBC) candidates.

(a) 01/01/1989 to 01/01/2002 (SC/ ST/ OBC/ PH Category)

(b) 01/01/1994 to 01/01/2002 (General Category)

(iv) Essential Qualification:

He or She has passed the qualifying examination as defined under VCI – MSVE Regulations, 2016 with the subjects of Physics, Chemistry, Biology or Biotechnology and English (as a core course) and obtained marks as specified under regulations (7) or an examination equivalent to intermediate science examination of an Indian University or Board recognized by the Association of Indian Universities taking Physics, Chemistry and Biology including a practical test in each of these subjects and English.

As per MSVE Regulations, 2016, A candidate under General Category for admission to the B. V. Sc & AH degree course shall have to qualify in each of the subjects of English, Physics, Chemistry, Biology or Biotechnology, and obtained 50% marks in aggregate of these subjects, at the qualifying examination. In respect of candidates belonging to the SC or ST or other special category of students as specified by the Government from time to time, marks required for admission shall be 5% less than that prescribed for general category i.e 47.5 % and where the seats reserved for the SC and ST students in any State cannot be filled for want of requisite number of candidates fulfilling the minimum requirement prescribed from that State, then such vacancies shall be filled up on all India basis with students belonging to the SC and ST obtaining not less than the minimum prescribed pass percentage.

Admission of students to B. V. Sc & AH degree course shall be made only on the basis of his or her merit obtained in the Merit of NEET – UG – 2018 subject to fulfillment of the other criteria as laid down above including qualifying examination and no other merit or weightage shall be considered for admission to B. V. Sc & AH degree course.

Note: (i) The candidates who are educated abroad – A certificate from Association of Indian Universities is required to this effect that the examination qualified by the candidates (in the subjects of Physics, Chemistry, Biology/Biotechnology and English) is equivalent to class 12th

examination is required to be produced at the time of admission at allotted College of the University.

(ii) Candidates whose result/marks sheet is declared in grade (CGPA/ OGPA) at 12th Standards or equivalent examination shall fill up the equivalent marks obtained in the individual subjects and their corresponding maximum marks in Online Registration Application Form and a certificate of conversion formula of marks shall be produced from the concerned authority at the time of admission to the allocated college/University.

(v) Physical Disability:

A candidate shall not be allowed admission to B. V. Sc & AH degree course including those admitted under 15% reserved quota of VCI if he or she suffers the following disabilities, namely:

(a) disability of total body including disability of chestorspine more than 50%,

(b) disability of lower limb of more than 50%,

(c) disability of upper limb,

(d) visually handicapped candidates and those with hearing disability,

(e) candidates with progressive diseases like myopathies etc.

(f) disabilities which otherwise would interfere in the performance of the duties of a veterinarian.

Note: The disability shall be certified by a duly constituted and Government authorized Medical Board comprising of at least three specialists out of which two shall be of the specialty concerned and the candidate has to present him or her-self before the Medical Board and the last valid disability certificate of the candidate from a Medical Board shall not be more than three months old from the date of submitting his or her certificate for disabled candidates.

RESERVATION OF SEATS IN VETERINARY COLLEGES UNDER 15% ALL INDIA QUOTA:

(a) 15% seats are reserved for SC candidates,

(b) 7.5% seats are reserved for ST candidates,

(c) 27% seats are reserved for non-creamy layer OBC candidates in Central Educational Institutions only as per Hon’ble Supreme Court order dated 10.04.2008. Reservation would be applicable to the castes mentioned in the Central list of OBC. Thus, the candidates falling in this list may mention OBC in the Category Column in application form. Candidates from creamy layer and do not come under Central List of OBC are advised to mention his/her category as General.

(d) 5% seats are reserved to Physically Handicapped candidates as defined in physical disability in the Minimum Standards of Veterinary Education – Degree Course (B.V.Sc. & A.H.) Regulations, 2016.

Note: Seat Metrics as per above reservation in respect of vacant seats in recognized Veterinary Colleges under 15% All India Quota has been uploaded on the Council’s website.

Fee for Online Registration:

Fee for online registration is Rs.1000/- for General/ OBC candidates and Rs.500/- for SC/ ST/ PH candidates. Fee for OCI/ PIO candidate is Rs. 1000/-

Online Registration Fee neither refundable nor transferable.

Online Registration fees mentioned above does not include service charges, processing fees and any other charges. Bank charges if any shall be paid by the student other than fee prescribed by VCI.

The applicant is required to fill up the following information in the online Application Form at the specified column for the purpose of confirmation of fee:

(i) Transaction ID number,

(ii) Date of transaction,

(iii) Name of sender Bank,

(iv) Name of Bank and Branch of NEFT for the said transaction ID,

(v) Amount of fee paid/transferred through NEFT and name of remitter bank through which NEFT has been made for Online Registration in the Application.

Before proceeding to fill up the online registration form for Counseling, the candidates are advised to obtain the transaction ID of NEFT from the remitter bank and other details as above.

The candidate should mention the name of the account holder who has remitted the fees through NEFT on behalf of candidate.

Non-receipt of fee in the VCI account as mentioned above, the candidature of the candidate shall be liable to cancelled.

DOCUMENTS REQUIRED FOR VERIFICATION AT THE ALLOTTED COLLEGE AT THE TIME OF REPORTING/ ADMISSION:

The candidates allotted seats should produce the following documents in original along with self-attested copy of the documents for verification at the allotted College/University at the time of reporting/admission failing which they shall not be entitled for admission at the allotted College.

⇒ Copy of VCI Counseling Registration confirmation page downloaded from Council’s website.

⇒ Copy of Application Form of NEET- UG – 2018 as down loaded by the candidate.

⇒ Admit Card of NEET UG – 2018 issued by CBSE for appearing in the NEET Examination.

⇒ Rank Card of NEET UG – 2018 issued by CBSE.

⇒ Aadhaar Card/ Voter ID Card/ Ration Card/ Passport as the case may be written in the Application Form of NEET – UG – 2018 (any one of the ID is required as mentioned in NEET application).

⇒ Date of Birth Certificate (if Secondary School Examination Certificate does not have the same)

⇒ Secondary School Examination or equivalent Certificate

⇒ 10+2 Mark Sheet (Qualifying Examination Mark Sheet)

⇒ 10+2 Certificate or Provisional Certificate (Qualifying Examination Certificate). Pro (Only the candidates who have registered for online counselling shall be eligible for allotment of seats under All India quota.) visional Certificate is permissible for those candidates who had passed in the year 2018 only.

⇒ Character Certificate from the School or College last attended.

⇒ Six passport size coloured Photographs (same as uploaded on the Online Application Form in NEET UG -2018) and One Postcard size coloured photographs (same as uploaded on the Online Application Form in NEET UG -2018).

⇒ In case of OCI/ PIO candidate, he/ she has to produce OCI/ PIO card issued by the appropriate authority.

⇒ The students educated abroad, equivalency certificate from AIU should be produced

The candidate should also produce the following certificate in original, if applicable, at the allotted College at the time of reporting/ admission.

(i) SC/ ST Certificate as per format given in Annexure 2 issued by the competent authority and should be in English or Hindi. If it is in regional language then it should be translated in English/ Hindi and should be attested by Class I Gazetted Officer. Sub-caste should be clearly mentioned in the certificate.

(ii) OBC Certificate as per format given in Annexure -3 should be issued by the Competent Authority and should be in English or Hindi. If it is in regional language then it should be translated in English/ Hindi and should be attested by Class I Gazetted Officer. The sub-caste should tally with the Central List of OBC. OBC Candidates should not belong to Creamy layer.

(iii) The disability should be certified by a duly constituted and authorized Medical Board comprising of at least three specialists out of which two should be of the specialty concerned and the candidate has to present him/her – self before the Medical Board. The last valid disability certificate of the candidate from a Medical Board should not be more than three months old from the date of submitting his/her certificate for disabled candidates. The format of Locomotor Disability Certificate to be produced is given in Annexure -4.

(iv) The candidates from Jammu & Kashmir who have uploaded Self Declaration claiming their eligibility under 15% All India Quota shall have to submit an affidavit as per Annexure -5 on Non-Judicial Stamp Paper of Rs. 10/- duly attested by Metropolitan Magistrate/First Class Judicial Magistrate.
